He meant 4500 rakes in 25 yrs that is 200 rakes or 3200 coaches per year on an avg which is the present coach production capacity of all 3 manufacturing units.
I doubt the plan... in the last one year we got only 32 Vande Bharat and as per the statement 4500 Vande Bharat trains in 23 years which means approximately 200 trains in a year. This does not sound a perfect plan at the current rate. It is only possible if we increase manufacturing of such trains in pan India rail coach factories
In 2023-24 the LHB coaches Target is 5000 coaches and train set 2000 coaches making Total 7000 coaches. In 2024-25 the target is 7700 coaches. In future in place of LHB coaches they will shift to manufacture more VB sets. I have attached the coach production plan.

After NDLS-CDG Tejas istart operation in near future, in addition of existing 3 shatabdies, there shall be overcapacity on the route. Then one shatabdi on the route should be operated as a daily NDLS-LDH-Jalandhar shatabdi or triweekly NDLS-JAT shatabdi.
