Scope of Work:
Authority intends to appoint Authority Engineer for Project Management Services (PMS) which shall include supervision, monitoring, reporting, scheduling and other work as per the objective outlined below:
Objective:
The Terms of Reference (the “TOR”) for the Authority Engineer are being specified pursuant to the proposed EPC Project for major upgradation of Delhi Cantt., Muzaffarpur and Lucknow railway stations on EPC mode and a copy of Draft EPC Agreement (the “EPC Agreement”) for major upgradation of Delhi Cantt Muzaffarpur and Lucknow railway stations, which are annexed hereto and marked as Appendix-III to form part of this TOR.]
The Authority Engineer shall perform the role of authority engineer including all duties, functions and obligations as detailed in the EPC Agreement.
The objectives of PMS, are to assist the Authority in implementation of the above mentioned Project, from the stage of verification/establishment of reference points/data provided by the Authority and/or as mentioned in the EPC Agreement, to the stage of successful completion of all the contemplated works of the Project through the Contractor employed for implementation of the Project with the specified safety and security, testing and commissioning of the Project and handing over the completed Project to the Authority or its authorized representative, duly ensuring safety at work sites, safety of running trains, people, structures and properties adjacent to work sites, by proper verification/deployment/suggestion of methods and means in tune with contract conditions between the Authority and the Contractor duly following the provisions, regulations, policies, procedures & guidelines, Ministry of Railway’s Rules, Regulations, procedures, local laws, bye laws &rules and regulations, etc., within the specified Project time schedule, with the appropriate suggestions and/or use, as applicable, to achieve overall economy and functionality

Patna, June 16: It was a narrow escape for BJP MLA Aruna Devi after a large number of aspirants tried to attack her when she was passing through a railway crossing in Nawada on Thursday.

Aspirants agitating against Agnipath, the central government's new recruitment policy for the armed forces, went on a rampage at the BJP's Nawada office and destroyed several properties. Then they set the BJP office on fire. More than 300 chairs, office properties and documents were gutted in the fire.

In Bihar's Gopalganj district, the agitating aspirants set three coaches of a passenger train on fire at Sidhwalia railway station.

In Chhapra, the protesters attacked as many as 12 trains and set three of them on fire. In Kaimur, they set the Inter-city Express train on fire.

More than 15 districts across Bihar on Thursday witnessed massive protests and vandalism against the Agnipath scheme.

An agitating student in Chhapra said that the central government wants to push students into criminal activities as they will have nothing to do after four years of service in defence forces.

"After four years of job, a youth becomes trained in military skills and combat. Once he becomes unemployed, what will he do? He will take up terrorism, criminal activities and even police will not be able to arrest such youth. They will be more skilful in military combat than police personnel," an agitating youth said.

Another youth said: "Why is the Agnipath scheme not implemented on officers? They should also be brought into this scheme and restricted for four years of service."

The majority of the aspirants demanded withdrawal of the Agnipath scheme and start of normal recruitment into defence forces.

Violent protest over the Central government’s ‘Agnipath’ scheme for recruitment in armed forces continued across Bihar on Thursday with hundreds of aspirants disrupting rail and road traffic while police fired tear gas shells to disperse them.

Thursday, protesters set afire train bogeys in Kaimur and Chhapra districts, blocked train movements in Siwan, Ara (Bhojpur), Jehanabad, Nawada, Saharsha, Chhapra and other places while road traffic was disrupted at some places. As many as 22 trains were cancelled and five were stopped midway, said East Central Railway officials.
BJP MLA Aruna Devi’s vehicle was attacked by protesters in Nawada, leaving her and some people accompanying her injured. The party office in Nawada too was vandalised by the protesters who were demanding that the old system of recruitment in defence services be restored.
At Ara (Bhojpur) railway station, the protesters pelted stones at police, and railway staff were seen using fire extinguishers to put out a fire after protesters burnt station furniture on the tracks. Later, police had to open tear gas shells to disperse the protesters .
In Jehanabad, the aspirants gathered at the railway track and disrupted movement of trains and hurled stones at police and public. The policemen too were seen pelting stones at protesters at the Jehanabad railway station. In Nawada, Saharsha and Chhapra railway stations and highways too, the aspirants burnt tyres and blocked movement of trains and damaged railway properties. The police at Nawada railway station were seen appealing to protesters to maintain peace.
On Wednesday too, hundreds of protesters had blocked national highways and rail tracks in different parts of the State.
The protesters had blocked national highway-28 in Muzaffarpur and disrupted movement of trains in Buxar district while burning tyres and shouting slogans like “ Bharti do ya arthi do (recruit us or get us killed)”. They said that under the scheme, which was announced on June 14, only up to 25 % of the recruits or ‘Agniveers’ could get regular commission in the services and the rest would be jobless thereafter.
“The government is playing a game like PUBG with us. We’ll continue to protest until the government takes some meaningful decision on this to help us”, said the protesters in Muzaffarpur while asking, “why had no BJP leader said anything even when their government was holding back recruitment in defence services for so long?”.
The recruitment, they said, in defence services was held up due to COVID-19 for the last two years. The age for recruitment under the ‘Agnipath’ scheme for aspirants is 17.5 to 21 years.
“Even MPs and MLAs get five years term. What will we do with just four years of job,” they asked in Buxar where the railway tracks were later cleared after police pacified the protesters.
The Central government, though, has called the scheme “historic” while, announcing that about 45,000 soldiers would be recruited into the defence services on short-term contract which would eventually enable a youthful profile of the armed forces and reduce the salary and pension bill burden on the government.
The recruitment of ‘Agniveers’ would begin in next 90 days and the first batch will be ready by July 2023. “The government should give ‘Agniveers’ 20-30% reservation in other jobs once they are out of service after four years under ‘Agnipath’ scheme”, said a protester at Buxar.

के पिछली जंगल इलाके में रविवार को घटी बतायी जाती है। वन विभाग के डीएफओ संजीव रंजन के नेतृत्व में रविवार की दोपहर छापेमारी की गयी। जब्त किये गये वाहनों में एक जेसीबी, तीन हाईवा व एक ट्रैक्टर शामिल हैं। रेलवे कंस्ट्रक्शन कम्पनी पर वन विभाग के पेड़ों की लापरवाह तरीके से कटाई करने, जंगल के बालू व मिट्टी का अवैध तरीके से उपयोग करने समेत अन्य आरोप लगाये गये हैं। बताया जाता है कि छापेमारी के वक्त रेलवे कंस्ट्रक्शन कम्पनी के वाहन सीमा का अवैध रूप से अतिक्रमण कर वन विभाग के जंगलों में काम कर रहे थे। वन विभाग के रेंज अफसर संजय कुमार द्वारा वन अधिनियम 1927 के तहत प्राथमिकी दर्ज करायी गयी है।
पूर्व में भी दी गयी थी चेतावनी
वन विभाग के मुताबिक पूर्व में भी रेलवे कंस्ट्रक्शन कम्पनी को निर्धारित क्षेत्र में काम करने व सही तरीके से पेड़ों को काटकर डिपो में पहुंचाने का निर्देश दिया गया था। परंतु रेलवे कंस्ट्रक्शन कम्पनी के कर्मियों ने इस मामले पर संज्ञान नहीं लिया और निर्देश देने गये वन विभाग के कर्मियों को ही धमकी दे डाला। वन विभाग के मुताबिक सीमा का अतिक्रमण कर कंस्ट्रक्शन कम्पनी वन विभाग के जंगल में बिना अनुमति पेड़ों को काटकर सड़क निर्माण कर रही थी। इस दौरान कम्पनी द्वारा पेड़ों को लापरवाही से काटा जा रहा था और मलबे को जंगल में डंप किया जा रहा था। मौके पर रेल विभाग के कोई भी अधिकारी व कर्मी मौजूद नहीं पाये गये। शिकायत पर डीएफओ द्वारा रविवार को स्वयं कार्रवाई की गयी। बता दें कि रेलवे कंस्ट्रक्शन कम्पनी कोडरमा-तिलैया रेल मार्ग पर काम कर रही है।
