Freight section of any place which is trunk line is never looked after in Indian Railways.
Even if 12811 gets diverted via SGRL JBP, it will take only 40kms longer than the present route. There is also one more thing that I have noticed, the trains running through CIC don't have much patronage. You can compare and 12873 & 12811 availability and you will get to know that easily. Trains to Ajmer, Bhopal, Ahmedabad don't get enough pax through that route, even when SGRL NZM started it was running empty, people of KTE, JHS were the one who were booking tickets in that train, even SGRL BPL was running empty at time.
