The Centre’s decision to shut down the Indian Railway Stations Development Corporation (IRSDC) is likely to hit maintenance and revamping of railway stations in the city.
The Union ministry of railways on Monday decided to close IRSDC, which was set up in 2012 mainly for the redevelopment of stations.
The ministry stated in a notification that all stations managed by IRSDC would be handed over to their respective zonal railways. “All project-related documents shall be handed over to respective zonal railways by IRSDC. Zonal railways will further develop the station projects,” it said.IRSDC
has been maintaining KSR Bengaluru City railway station since February 2019. It also had plans to take over and maintain a few more stations, including Yeshwantpur, KR Puram and Bangarpet under South Western Railway (SWR).Many passengers say the cleanliness of KSR Bengaluru City railway station improved after IRSDC took over. The corporation had brought UK-based Knight Frank for facility and asset management services. Many branded outlets and eateries were started at the station in the last two years.
“There was a visible improvement in the City railway station in terms of cleanliness during the IRSDC period. They also brought more branded and hygienic food joints. But we don’t know how going back to the old system helps passengers,” said Ramesh Kumar, a commuter.
At the City railway station, IRSDC also made a 12-foot tunnel aquarium, the first such facility in a railway station in the country. Another initiative was the Dawa Dost, a store selling generic medicines at discounted rates to passengers. The IRSDC also introduced premium parking charges: Rs 25 for four-wheelers and Rs 15 for two-wheelers for the first two hours. This reduced the number of vehicles entering the station. The IRSDC was also planning a fish pedicure facility, gaming zone and a music foundation, among other facilities, at the station. Many IRSDC employees are in shock after the announcement of the closure.
Station redevelopment plan affected
Sources in the know said four railway stations in the city -- KSR Bengaluru City, Yeshwantpur, Cantonment and the existing Byappanahalli station -- were identified for re-development. With the closure of IRSDC, the fate of these projects also hangs in the balance. The IRSDC has already redeveloped Habibganj in Madhya Pradesh and Gandhinagar in Gujarat.
Sources said that the IRSDC has completed drawing up the plan for development of Byappanahalli station and sent it to the railway board for approval. Tenders will be floated once the board approves it. For the Cantonment station, the land is now with the Rail Land Development Authority (RLDA). It is likely to be used to set up a suburban rail terminal.
For the KSR Bengaluru City and Yeshwantpur stations, the IRSDC has submitted the conceptual drawing to the Bengaluru division for approval.
“The IRSDC was supposed to be an independent body, but its hands were tied. They were more professional. But the IRSDC was different from the traditional railway set-up which was marred by corruption and red tape. There were also several irregularities in the allotment of shops at the stations but that was reduced after the IRSDC took over,” said a source.
Rail arcade proposal scrapped
A Rail arcade which was supposed to come up at the City railway station has been scrapped. The IRSDC had floated a tender for setting up and maintaining a rail arcade. It wanted to replicate the concept of The Quad by BLR, an open-air food & beverage area at Kempegowda International Airport, which also hosts live events. The tender has now been cancelled because of administrative reasons.

Railway station adjoining areas should be used for building parking lot for auto taxi and bus. Not for mall. Why can't a bus stand be built for BMTC? In Chennai Mumbai Secunderabad and Delhi, you have a bus stand in front of main entrance. In SBC, one has to walk half a kilometre via underpass and overbridge to reach KBS!!. Intentionally done to benefit auto and taxi I feel.

In a fresh prescription to the railways, the finance ministry has advocated downsizing of directorates under the railway board - from the current 250 director level officers to less than 100 - and re-evaluation of the size and appointments in the vigilance directorate which has more than 1,170 personnel.

The cabinet secretariat has sent the report "Rationalisation of Government Bodies; Proposals for the Ministry of Railways" prepared by the principal economic adviser of the finance ministry to the railway ministry and has directed it to submit the actions taken on the recommendations
by the 5th of every month.

The report has made sweeping recommendations for the railway ministry to rationalise the entities under it including the merger of major organisations such as IRCTC, CRIS and RailTel, integration of various Railway Recruitment Boards with the National Testing Agency and bringing railway schools under the Kendriya Vidyalaya Sangathan.On the need to rationalise the railway directorates, the report said currently there are 52 directorates. "There is a case of rationalising these directorates and bringing down the strength of over 250 to under 100 directors and above. It’s recommended the directorates with similar functions be merged with each other," the report said. It has given illustrations of which all directorates can be merged.
The report also said the railways has a large vigilance directorate with 1,170 personnel - 192 officers and 978 staff - and the administrative structure of the directorate doesn’t adhere to the central vigilance commission (CVC) guidelines. It has flagged how some of the vigilance officers appointed internally have tenures "longer" than what CVC permits.

The report has also recommended the clubbing of all production units under one new PSU, merger of RVNL with IRCON and opening all railway hospitals for the public, irrespective of whether they are railway employees or not. The merger of entities will bring down the overhead expenses and reduce the manpower.

Southern Railway officials led by commissioner of railway safety (CRS) Abhai Kumar Rai carried out a statutory safety inspection on the 43km-long newly-electrified railway section between Podanur and Pollachi Junction on Monday, The commissioner checked electrical, engineering and signalling works on the section. A high-speed trial run, with a special train formation, was held from Pollachi to Podanur railway station. The special train was hauled by an electric locomotive. An observation car with modern equipment, to observe and record various aspects of the electrification works, was part of the special train formation.While railway had allocated Rs 159 crore for the Dindigul - Pollachi – Palakkad electrification work, Rs 31 crore was spent on Podanur section.
Since the section falls between Salem and
Palakkad railway divisions, divisional railway managers and officials from both the division were present during the trial run, besides senior officials from Chennai.
The train formation, attached to an electric loco, left Pollachi at 3pm and arrived in Podanur 40 minutes later.
The section was energised on September 1 and a few trial runs were carried by the divisional staff before it was presented for inspection. “The CRS will submit a report and recommendations on Monday. If everything goes well, train service will be started in the section soon. In case he finds any deviation or room for correction, it will be corrected, and CRS will make another inspection after the corrective measures are taken,” said a senior official.

The Madras high court dismissed a public interest litigation that sought stoppage for Lal Bagh Express, Palani Express and Mangalore Mail at Vaniyambadi railway station.
he first bench comprising Chief Justice Sanjib Banerjee and Justice P D Audikesavalau, before whom a plea moved by one Madurai Farooq Ahmed came up, said it would be completely improper on the part of the court to usurp the authority of the experts in the field and issue an order of the nature sought by the petitioner.
Pointing out that several considerations go into deciding whether
a halt at a particular place should be provided or not, the bench held that the petitioner was free to make a request to the General Manager of Southern Railway in line with the prayer made in the petition.
“However, even if the request is declined, the decision may not be justiciable,” the bench added while dismissing the PIL.

On India’s 75th Independence Day eve, Eastern Railway has restored and digitized heritage timetables dating from the British era till 1948.
The timetables belong to East Indian Railway and Eastern Railway for the years 1869, 1891, 1903, 1906, 1917 and 1948. These years were chosen because of their historic significance and political backdrop. For instance, the oldest timetable of East Indian Railway was available in 1869, the one published in 1891 was after promulgation of Indian Railways Act, in 1906 the Railway Board was formed, 1917 was the year when East Indian Railway and Eastern Railway were bifurcated and the first timetable was published in 1948 after India’s Independence.Officials said Eastern Railway (ER) has 114 old timetables of heritage value. They have
turned brittle over the passage of time. In 2019, the zone took expert advice for their restoration. On Friday, celebrating the advent of India’s 75th Independence and 167th anniversary of running eastern India’s first train, ER general manager Arun Arora dedicated the digitized timetables to the customers and railway men of East Indian Railway and Eastern Railway.
“Worldwide, railway timetables have a fascinating history since their advent in England in 1839. East Indian Railway, which ran the first train in eastern India on 15th August 1854 from Howrah to Hooghly, would publish timetables featuring a host of information, including train routes, stoppages, passenger fares, amenity at stations and tourist information,” said ER spokesperson Ekalabya Chakraborty.
The timetables will now serve as testimony of Indian Railways' glorious past, he said. Although rail services in India were initially proposed in the 1830s, historians cite 16th April 1853 as the beginning of India’s passenger rail revolution. On this date, the country’s first passenger train set off on a 34km journey between Bombay’s Bori Bunder station and Thane. The rake consisted of 14 cars being hauled by three steam locomotives. It carried 400 passengers.
The line was built through an alliance between the Great Indian Peninsular Railway (GIPR) – incorporated in 1849 – and the East India Company, which at that point ruled large swathes in India. Its success spurred subsequent launches of railways in Eastern India (1854) and South India (1856). Following the opening of the Calcutta-Delhi line in 1864 and the Allahabad-Jabalpur line in 1867, these lines were linked with the GIPR to create a 4,000-mile network spanning the width of India.
This early era of passenger travel was primarily funded by private companies under a guarantee system created by the British Parliament, which ensured they would receive a certain rate of interest on their capital investment. Eight railway companies were established between 1855 and 1860, including Eastern India Railway, Great India Peninsula Company, Madras Railway, Bombay Baroda and Central India Railway.
