initailly they told, by onam train will start running. Now its moved to sept, then they will say, during pooja it will start, later diwali, and it will go on...

There has to be some push from the local politicians [MP's as well as those in oppositions].A lot of noise has to be made otherwise nothing will work. We had been hearing abt the same from March onwards.
When eventually the inauguration happens that time we will see lots of politicians trying to take credit for the same.
