That's right. I also agree with you. Like Gujarat is completely in WR zone. Kerela is completely in SR. Odisha can also be fully under ECoR.

Now official twitter account of saying these railway demands for odisha:
1. CM @Naveen_Odisha commended @PMOIndia proposal to setup NINEI at Bhubaneswar & sought early announcement & fund release for kickoff.
2. Introduce new train service from Puri to Mumbai via Sambalpur and Titlagarh (Not possible as no new trains this time).
3. DMU/MEMU services in Sambalpur-Jharsuguda-Rourkela, Cuttack-Paradeep, Bramhapur-Balasore & Rourkela-Keonjhar (Excellent demand).

Expedite construction of Wagon Factory at Sitalapali, Ganjam.
5. Explore modalities to setup Mass Rapid Transport System in Bhubaneswar-Cuttack.
6. Modernize Bhubaneswar station, develop Naraj as green field station, upgrade Cuttack & Puri Station Buildings (CTC building is already on of the best).
7. Commence construction along Burhamura-Chakulia, Gunupur-Theruvelli and Banspani-Barbil.
8. Extend eastern dedicated freight corridor from Dankuni to Brahmapur for seamless movement of freight.
9. Railway link between Jeypore-Malkangiri & Jeypore-Nawrangpur.
10. Accord National Project status to Sambalpur-Berhampur and Raygada-Gopalpur rail link.
11. Expedite setup of JV for rail infraprojects & divisional HQs at Rayagada, Jajpur-Keonjhar Road & Rourkela.
Most greatest request:
CM @Naveen_Odisha wrote to @RailMinIndia emphasizing #Odisha as top investment destination & sought Rs5000cr allocation in Rail Budget.
Odisha deserves it because:
Odisha contributed in excess of Rs14000cr for 2014-15 to railways despite lower than national average rail density & route length.
Now that's some "noble" demands for odisha state.

DMU/MEMU services in Sambalpur-Jharsuguda-Rourkela, Cuttack-Paradeep, Bramhapur-Balasore & Rourkela-Keonjhar is very urgently required at this moment as this will surely reduce the heavy unreserved crowd travelling in regular express trains for short journey.
