he actually agrees about track upgradation, but there is a reason we use the term P-way and not tracks :) it isn't possible to isolate the 'enviornment' in which the track is laid from the track itself.
frankly speaking, i support P-way upgradation as it benefits many, unlike the bullet train which will have a dedicated corridor plus have higher fares to recover investment but considering the 'kadki' of IR which is making them take decisions like flexi fares and pooling of PT and CQ it doesn't seem possible in near future.

that is a given, IR rules stipulate compulsory fencing if you are wishing to operate at even 160, let alone 200. At 200 they'll press for elimination of all at-grade crossing and replace them by ROB/RUB.
But those are fixed costs, irrespective of whether we go for talgo or make LHB high speed or bullet. I was concerned with the things which are variable.
In fact, talking about costs there are further issues too: tensioning of OHE to support speed of 150, improving cant deficiency at 150+ speeds to less than 100 mm

(in WCR/WR tracks it is around 125 mm currently) and others. the investments are there, only lesser with talgo than with LHB

Nitpick : TALGO trains do not have "axles". That's why the wheels can independently rotate :)
LHB coaches are restricted to 120 km/h on a 2 degree curve.
