Assam, West Bengal and Bihar.
“The Railway Board has decided to cancel all incoming trains from various parts of the country towards NE Region, which were to reach either Katihar or Malda town till 10 am of August 16, 2017,” Northeast Frontier Railway chief public relations officer (CPRO) Pranav Jyoti Sharma said in a statement.
“Heavy rainfall in the last 72 hours in West Bengal, Bihar, Assam and other NE states has resulted in railway operations being severely hampered as rain water has affected railway tracks at several places in Katihar and Alipurduar Division of NF Railway,” Sharma said.
In view of the flood situation, 11 outgoing trains have been cancelled by NF Railway today, Sharma said, adding four other trains have been short-terminated at various locations, he added.
Yesterday, 22 trains were cancelled, while 14 others were stopped at various places as tracks were flooded.
“While many rivers in Alipurduar and Katihar divisions are in spate, NF Railway authorities are keeping a close watch and continuously monitoring the situation of nearby railway bridges and tracks, taking all precautionary measures for safe train running,” the CPRO said.
Emergency control is being manned by senior officials at the headquarter and divisions, Sharma said, adding railway tracks were affected in as many as 12 locations initially, of which seven have been repaired and restored.
The authorities have opened additional counters at many stations, which are working round-the-clock to extend refund to passengers, he said.
Sharma informed that internal train connectivity from New Jalpaiguri to Guwahati, Guwahati to Dibrugarh and Murkongselek continued as usual. Trains on these routes are plying as per their normal schedule.

Irate examinees on Sunday went on the rampage at New Jalpaiguri railway station ransacking the station master’s office, damaging an engine and two AC coaches and trying to set fire to the station, after being denied arrangements to stay overnight at the station. NF Railway Area Manager Parthasarathi Shil said over one lakh examinees from Bihar had arrived in Siliguri on Saturday to appear for the examinations for the Group-D posts conducted by the West Bengal government at various centres in north Bengal. They were on their way back home from New Jalpaiguri junction. However, no trains were available for the return journey Saturday, Shil said.

at the station. However, they were allegedly chased away by the RPF, sources said. Agitated candidates went on rampage the following morning. They ransacked several platforms and the station master’s office, burnt tyres on the tracks, held up the Awadh-Assam express and damaged its engine and two AC coaches and tried to set fire to the station, Shil said.
The RPF together with the NJP police brought the situation under control. Several passengers, however, sustained injuries, the sources said. Shil said the damage to railway property was estimated at Rs one crore. The RPF has lodged an FIR against the agitators. Several superfast and long distance trains were held up as a result. These included Awadh-Assam express and Sealdah-Kamakhya express, sources said.
Agitation subdued at around 11 am Sunday after the Railways made arrangements for a special train to transport the examinees to Bihar, Shil said. Meanwhile, NJP Railway Passengers Welfare Committee President Dipak Mohanty alleged that the situation would not have taken an ugly turn had proper arrangements been made at the station for the examinees to stay.

It was mentioned that damage to railway property was estimated to be Rs. 1 crore and the RPF had lodged an FIR against the agitators.
What is the point of FIR when the candidates have all gone back to the home state ? In the whole bargain, railways has lost so much money through damage to its property. It is quite sad to see people having no care whatsoever and consider everything as their own property !

JALPAIGURI: Six more elephants were mowed down by a train in Dooars on Wednesday evening, taking the year's death toll to 18.
Another elephant was lying by the tracks with a broken back, say witnesses. It is not expected to survive. Since there was a lot of alarmed trumpeting and commotion in the forests near the tracks, forest officials suspect that the casualty figures may increase. Foresters weren't able to continue with the search operation in the dark and will resume the rescue effort at daybreak.
According to sources, a herd

of 40-45 elephants was frolicking near the Jaldhaka Bridge in Hilajora forest when they started to cross over the tracks. It was 5.40pm. The Up Kavi Guru Express that runs from Jaipur to Kamakhya came speeding down and plowed through the herd.
Railway officials say the driver pulled the brakes but there wasn't enough distance for the train to stop. The impact was so severe that six elephants were flung in the air. All trains along the 168km route between New Jalpaiguri and Alipurduar have been halted for the carcasses to be removed. Trains had not resumed till around midnight.
State wildlife advisory board member Animesh Basu said most such incidents take place in the evening when non-stop superfast trains pass through the Dooars. "Every time something like this happens, we raise our voices but nothing is done. Why are superfast trains with no stops between NJP and Alipurduar routed through the Dooars when there is an alternative route? Why doesn't railways turn the other route into a double line?" Basu asked.
Junior railway minister Adhir Chowdhury said the "onus is completely on the state forest department". "They should alert train drivers on elephant movement but they are slack in setting up watch towers," he said.
Chief wildlife warden N C Bahuguna and DFO Sumita Ghatak said an FIR will be lodged against the driver. "There is little that we can do for the moment. The train is still stuck there," she said. "We will book the officials responsible for today's incident under Wildlife Protection Act," said Bahuguna.
Even the people of Dooars don't know about this recently introduced train, said wildlife advisory board member Animesh Bose. "Instead of making the NJP-Falakata a double line, they are increasing traffic through elephant corridors of Dooars," he fumed.
Fellow board member Joydip Kundu said: "If train services can be stopped at night for fear of Maoist attacks, why not do the same to save elephants? Is it because elephants are not part of vote bank?"
Conservationist Hirak Nandi pointed out that in Uttarakhand, a train driver was sentenced to three years' jail in 2010 for running over three elephants in Rajaji National Park. "We had filed an RTI application with the forest department in 2010 asking why they can't register FIRs against train drivers. The department said it's up to the railways to take action against such drivers," he said.
Vivek Menon, executive director of Wildlife Trust of India and a member of the elephant Task Force, said there is a way to end the elephant deaths if the railways has the will to carry it through.
"Ever since we took up our work at Uttarakhand's Rajaji, not a single elephant has been run over by a train. Why is Bengal lagging? You don't need any rocket science to check elephant deaths on rail tracks. But, frankly, the talks between Centre and state are not working," he said.
Railways officials say they are trying to avoid hitting elephants. A few days ago, the railways stopped train movement on the Rourkela-Jharsuguda section in Odisha on being informed of elephant movement," said south-eastern railway CPRO Soumitra Majumdar.

Locals blocked tracks in Jalpaiguri town station for about one hour on Thursday to protest the death of six jumbos by a train inside Chapramari forests in the district.
The protestors were demanding that the speed of trains passing through the Chapramari wildlife sanctuary stretch be restricted to 25 — 40 km/hr, police said.
The blockade did not much affect the train movement and was withdrawn in an hour’s time, railway sources said.
Meanwhile,

carcasses of six elephants were being removed from the spot, forest officials said.
At least six pachyderms were mowed down by a Guwahati-bound passenger train inside Chapramari forests, around 18 km from the Banarhat police station, last night when a herd of around 40 jumbos was crossing the railway tracks.
On September 22, 2010, a goods train in Dooars had mowed down seven elephants, about 500 km north of Kolkata.
West Bengal forest department officials had filed an FIR against the Railways for their negligence behind the incident.
