I’m not aware of how things went down in the late 90s when KR was completed, but it always appears strange to me why the VSG-LD line was not made part of KR from the moment GC work was started, or at the very least why wasn’t it incorporated into KR when SCR was broken up in the early 2000s. SWR’s presence could have been limited to KA and Goa’s railways wouldn’t have been subject to competing interests of two different zones.
