Those who can afford to pay should pay for the tickets, most of states having migrant labourers working in other states r poor and they don't have enough resources to pay for everyone's ticket. I have seen videos of people boarding these special trains with fancy smartphones, It's hard to believe for me that anyone who has a 15-20k smartphone can't even afford to pay their ticket fare!!

Labourers and employees r needed for production process to begin in coming days. How the economy would restart when there would be no one to work there? States like Punjab, Maharashtra, Gujarat would be hard hit after this exodus and Unemployment in states like Bihar & U.P would be nothing like ever. Before forcing these people to leave, state governments should think about its future implications.

No, Maharashtra govt. wrote to centre to move migrant labourers out of Maharashtra. Politics isn't that simple, it's bcoz of state government's pressure that railway had to start Special trains otherwise it was no mood to do that. In Delhi too during the early lockdown days, unofficial announcement were done in slums having migrant labourers to leave Delhi.
