Authorities write to railway board on the plan to transfer major functions, staff
Central Railway (CR) plans to construct an outstation terminus in place of the current Parel Workshop. For this, it has decided to shut down the 104-year old workshop and shift major rail functions that are undertaken there to Matunga.

rail authority has planned the Parel outstation train terminus to decongest Chhatrapati Shivaji Maharaj Terminus (CSMT), Dadar and Lokmanya Tilak Terminus (LTT).
On October 4, the CR, in its letter to the railway board, the apex body of all zonal railways in India, mentioned the shift of railway activities from the Parel Workshop to the Matunga Workshop.
“The proposal for creation of a passenger terminal by closing the Parel Workshop was considered by the full board in its meeting on October 5, 2017… Space is getting vacated at the Matunga Workshop on account of shifting of electrical multiple unit (EMU) periodic overhaul (POH) to the Sanpada railway workshop,” states the letter sent by SK Jain, chief mechanical engineer, planning section of Central Railway.
He mentioned that the funds for the creation of facilities at Matunga have been requested under the Detailed Project Report (DPR) for a passenger terminus at Parel.
The Parel Workshop is mainly used by the CR to undertake maintenance, POH of outstation trains, particularly the upgraded versions of passenger coaches; Linke Hofmann Busch (LHB) coaches.
“As major activities of POH of LHB coaches will be shifted to Matunga workshop, a majority of the staff from Parel Workshop on closure shall be shifted to the Matunga Workshop. Some supervisors and staff have [expressed] willingness [to] transfer to the new workshop coming up at Badnera [in Amravati] for wagon POH. The activity is expected to start next year; the willing staff shall be considered for postings at Badnera Wagon POH workshop,” the letter stated.
On September 24, the National Railway Mazdoor Union (NRMU) had protested over the transfer of 715 railway functional posts from the Parel Workshop. The CR had clarified that while the vacant posts of the workshop have been transferred, the existing staff will be retained in the city.
“The initial plan of the Central Railway was to transfer and relocate the workers from Parel Workshop to outside Mumbai locations. If the shift is to the Matunga Workshop, it is fine till the functions of Parel Workshop are being undertaken at Matunga,” said a railway personnel associated with NRMU, on condition of anonymity.

Two tier railway lines as well as station/terminus need to be explored for space starved & facility hungry Mumbai in long run. No. of corridors as well as the terminal capacity shall get almost doubled

Indeed a good decision..... Once 5th & 6th line gets functional on complete stretch of LTT & KYN which is to be extended upto CSMT, more space may be available for smooth run.
Dadar Can also be shifted to Parel and Dadar can be converted into complete Local's Terminus

Chennai Division of Southern Railway is an important division that serves a huge population. Various recent developmental works in Chennai Division has strengthened its infrastructure to serve the people better. Some of the recent achievements are :-
Passenger earnings of Chennai Division from April 2017 to January 2018 stood at Rs.1640.59 crores, as against 1542.18 crores during the same period last year registering an improvement of 6.38% over last year. Chennai Division operated 2018 special trainsduring the year 2017-18 (April 17 to January 18) In order to serve suburban commuters better, 51 cross sectoral services were introduced between MRTS and North East/South West Lines, thus creating new traffic pattern.

efforts in digitisation has made “Operation 5 Minutes” popular with passengers, which has resulted in 40% growth in passenger tickets booked through ATVM and 5 times growth in passenger tickets through UTS Mobile Apps. Around 184 numbers of POS machines have been installed various stations booking office/reservation offices in Chennai Division to support cash less transactions. In order to cater to additional rush of passengers, Additional UTS counters have been opened at Palavanthangal, Perambur, Tambaram and Basin Bridge Junction.
As part of increasing Traffic Facilities, a new Coaching Depot at Tambaram has become functional and it has strengthened the Terminal Coaching facilities of Chennai Division. After the 4th line between Ennore and Tiruvottiyur of 7 kms has been commissioned during March 2017, traffic flow is faster o­n dedicated lines. The construction of two more platforms, No. 15 & 16 with platform shelters at Chennai Central and a new Double Discharge Platform at Mambalam Station has eased passenger flow at these stations.
In Chennai Division, speed of various sections has been increased after strengthening the tracks to improve punctuality and speed. Speed has been increased from 90 kmph to 100 kmph o­n the 17 km long Tiruvalangadu – Tiruvallur section (4th line), from 80 kmph to 105 kmph between Melmaruvathur – Acharapakkam (2 Km) and from 85 kmph to 100 kmph between Thozhupedu – Tindivanam, and from 80 kmph to 100 kmph between Melmaruvathur and Thozhupedu.
On the freight front, Walajabad has been declared as Container Rail Terminal and long awaited Auto-hub facilities have been developed at Walajabad to cater to Auto traffic from Sriperumbudur area to various destinations in the country.
Chennai Division leads Southern Railway in GREEN ENERGY with 8564 nos. of LED lights/fittings of various wattages provided from April to November 2017 at various Railway buildings in Chennai Division. Out of 160 stations, 100% LED converted in 91 Stations leading to a reduction in connected load by 740904 kW per year which has resulted in saving of Rs.59.72 lakhs per year. Also, 216 nos. of energy efficient LED signage boards have been provided at ‘A’ and ‘B’ category station viz., Arakkonam, Mambalam, Melmaruvathur, Chengalpattu & Tambaram stations for easy identification of facilities by passengers.
On the safety front, with the manning of an unmanned LC in Chengalpattu – Arakkonam section from November 2017 o­nwards, Chennai Division is free from Unmanned LCs
On the Passenger Security Front, 306 new digital cameras were installed in 7 stations viz. Chennai Central (98 nos.), Chennai Egmore (80 nos.), Tambaram (48 nos.), Basin Bridge (28 nos.), Tiruvallur (16 nos.), Chennai Beach (16 nos.), Mambalam (8 Nos.) and Moore Market Complex (12 nos.), thus covering the entire platform and concourse area of these stations for the first time. In addition, 42 new digital CC TV cameras were introduced at Katpadi, thus ensuring full coverage of Katpadi station for the first time.

Some of the Station specific developments are:
Katpadi: With a footfall of around 18,000 passengers a day, Katpadi Railway Station caters to 11 originating trains and 67 passing through trains. Recently, the renovation of the main concourse hall at Rs.15 lakhs, Provision of Lift and Escalator at Rs.98 lakhs, Provision of 100 % LED Lights and energy efficient BLDC fans at a cost of Rs.6.30 lakhs, and Relocation and Renovation of Booking Office with Electronic Token System have made Katpadi an attractive Railway Stations serving passengers.
On the Staff Welfare front, Beautification of Railway Staff Colony and Development of Garden with recreational facilities have been done at a cost of Rs.36.10 lakhs. For betterment of Railway working facilities, a new rest room for track mainteners at a cost of Rs.27 lakhs, and a new modern Crew Lobby at a cost of Rs.20.90 lakhs along with 10 KWp Solar panel at running room at a cost of 7 lakhs and solar water heater at Running Room and Retiring Room at a cost of 2.20 lakhs has been provided.
Works in Progress include 2nd Lift and 2nd Escalator at a cost of Rs.98 lakhs, New Subway connecting VIT Hostel to the college at 9.50 crores, Extension of AC waiting hall at Rs.22 lakhs, additional retiring rooms at 28.60 lakhs, and Multi Level 2 wheeler parking at 2.5 crores are in progress.
Kancheepuram: With a footfall of around 5000 passengers a day, Kancheepuram Railway Station serves an important pilgrim centre. Recently, the development of Circulating area with garden, decorative lighting and entrance gateway at a cost of Rs.15.10 lakhs, Provision of Solar Panel at a cost of Rs.7 lakhs, and renovation of retiring room, lounge, and booking counters at a cost of 14 lakhs along with Provision of Lift at a cost of Rs.20 lakhs and 100% LED lighting at a cost of Rs.1.90 lakhs has made the station more attractive to the passengers.
Walaja Road: With a footfall of around 4000 passengers a day, Walajah Road Railway Station has been recently made better with the beautification of the Platform at a cost of Rs.18.50 lakhs, Renovation of Waiting Hall and Booking office at a cost of Rs.2.8 lakhs, Provision of Pay and Use Toilets at a cost of Rs.2.5 lakhs and a Heritage Display Room at a cost of Rs.3.20 lakhs.
Apart from these stations, improvements have been made at other stations like Mukundaraypuram, Palur and Arakkonam.

Chennai: Union Railway Minister Suresh Prabhu has written to Tamil Nadu Chief Minister J. Jayalalithaa seeking the state government's involvement in working jointly with railways to improve infrastructure and bring in more development.
“I look forward to her support on the same," Prabhu said. Neighboring states of Andhra Pradesh, Telangana and Karnataka have agreed to join hands with railways for joint ventures for developing railways in their states,” he said.

Prabhu said he needed the state's support in commencing work on doubling lines between Madurai, Kanyakumari and Trivandrum.
He said that he looks forward to develop Royapuram railway station as a terminal in the city. “Along with the state government, we can develop a railway station to be better than any airport. I request the state government to provide us land for this project.”
On Sunday, the minister also inaugurated the fourth line between Tiruvalangadu and Tiruvallur, and the doubling of 25-km line between Ariyalur and Mathur.
“It is necessary to increase revenue but also to reduce costs. Electrification of lines plays a major role as one of the major goals of railways is to bring down fuel costs,” he said.

Curated tweets, text messages to reach cellphone users daily
The Union government launched a new platform, in association with Twitter, on Tuesday for direct communication among leaders, government agencies and citizens through tweets and text messages, helping boost e-governance plans.
To start with, the service has 16 partners, including Prime Minister Narendra Modi; the Chief Ministers of Andhra Pradesh, Gujarat, Uttar Pradesh and West Bengal, Chandrababu Naidu, Anandiben Patel, Akhilesh Yadav and Mamata Banerjee, respectively; the Railway Ministry; and the Bengaluru City Police.

on Indian technological innovation, Twitter Samvad is dedicated [to], and specially built, for the largest democracy of the world. As part of the Prime Minister’s Digital India initiative, this tweet-powered service enables citizens to be the first to know about the government’s actions by receiving political content in real-time on their mobile devices anywhere in the country,” said Dick Costolo, chief executive officer of Twitter, who met Mr. Modi on Tuesday.
Through Twitter Samvad, a set of curated Tweets will be delivered every day from the accounts of the government and the leaders to mobile-phone users across the country as text messages. The service can come in handy during emergencies as government agencies can share live updates, even time-sensitive information on law and order or rescue.
Twitter Samvad is based on a platform provided by ZipDial, an Indian company recently acquired by Twitter, making this its first Indian service launched using indigenous technology.
An official statement said that during the meeting with Mr. Costolo, the Prime Minister spoke about avenues through which Twitter could help in initiatives such as the Swachh Bharat Abhiyaan and the Beti Bachao, Beti Padhao scheme, not just by providing a platform but also by initiating a prolonged effort to support these initiatives.
“He urged Twitter to help promote India’s rich tourist potential across the world,” the statement said.
Mr. Modi said Twitter should tap into India’s linguistic diversity and offer services to draw people from various linguistic backgrounds to the platform.

Railway Minister M. Mallikarjun Kharge said the channels for the discussions with the recognised and other unions in the Railways have been opened for averting the indefinite strike call given by the Railway unions opposing, among other things, the new pension scheme for the railwaymen.
Addressing a press conference here on Saturday, Mr. Kharge said Railway Board Chairman Arunendra Kumar and other members have been asked to hold talks with the representatives of various unions to persuade them to withdraw the strike call.

to go on strike, Mr. Kharge said the “representatives of unions were wise and would [be] cooperative with the Railways by not resorting [to] the strike at this juncture in the interest of the people and also save the biggest Public Sector Industry in the world.”
He said after he took over, almost all the demands made by the Railwaymen were conceded and one of the major benefits extended to the employees was the conceding the demand to increase the production linked bonus to 78 days instead of 73 days as worked out for this year overruling the objections of the Finance Ministry.
“The issue was taken by me to the Cabinet and got its approval for increasing the production linked bonus levels to 78 days.”
Another major demand of the Railwaymen pending for long for doing away the written test for the children of the retired Railwaymen and those recruited under the compensatory grounds for Group D posts in the Railways and recruit them based on their merit, and conducting the skill and physical tests has been conceded. With the re-classification of the posts, a promotional avenue for the Group C employees working in the Railways was opened up. This was also one of the demands placed by the unions.
Mr. Kharge said all the demands placed by the Railwaymen cannot be implemented at one go and the workers should also give time for the Railways to implement these demands.
The demand pertaining to the scrapping of the new pension plan was a policy decision taken by the Finance Ministry for all the government employees, including those working in the Railways, and any decision in this regard would have to be taken by the Finance Ministry.
To a question, Mr. Kharge said the investigation into the fire incident in the Bangalore-Nanded Express train which killed 26 persons has not yet been completed.
He said he expected the final findings of the forensic and the Railway Safety Commissioner to be available within a fortnight.
