Bcoz there is pressure from cabinet for cost cutting, to reduce operating ratio and to earn more revenue, slowly the passion towards rail as love is diminishing among rail staff as well as officers itself. Group B,C,D crew and ground staff is overworked due to vacancies in field and involving more contractual staff to reduce pension and related financial burden, who take it as just another stuff and often work at below par salary.
CDO staff is also dealing with infrastructure, parking space and manpower crunch and give them any kind of livery however beautiful, within 6 months it would be mishmash of pale dusty coaches. They had separate liveries for Duronto, Humsafar and Antyodaya coaches years back. Now look what we...

They don't have spare coaches of same livery to maintain the PoH/IoH schedule at car sheds/workshops. Nor do officers seem to have time to push forward for unique livery for Rajdhani and am sure even if some rail enthusiasts push for it and get one prepared, within few months again its rake would be a mish mash of all sorts of coaches

The lower-level workers like group B, C, D, and ground staff are overworked because there are not enough employees, so they hire more contract workers who don't care much and work for low salaries. The CDO staff has to deal with infrastructure, parking space, and lack of manpower, so no matter how nice the trains look at first, they quickly become dirty and rundown. In the past, each type of train had its own distinctive look, but now all the trains look the same and none of them have well-maintained coaches. The officers don't have time to focus on improving the trains' appearance, and even if some rail enthusiasts try to make a difference, it won't last for long before the coaches become a mishmash of different styles.
