Yes 2 Vande Bharat on BPL-INDB and BPL-JBP is simply a waste of resource, will not be able to fill. Instead 1 rake should've used for INDB-JBP combine service and 2nd rake can be used for either Bhopal-Rewa or Bhopal-Prayagraj.
for BPL-INDB Vande Metro should be fine. Some more routes that can be tried for VB from MP are
GWL-INDB via BPL, INDB-NGP, JBP-BSB
