This is the normal procedure here in Goa and the same is likely to be followed for Rail Passengers too. Good initiative though at the cost of traveller good for the state they can't make a green zone to red after days of hard work. Traveller should understand it is for his safety and to residents of Goa. After testing negative too they should be 14 days on quarantine. Today they are negative that doesn't mean they won't get affected later the virus can show after 5-21 days and some are assyphotic and transmit to family members as is done in AP.
