A PNR having atleast ONE passenger as WL either at the time of booking or after charting is partially Wait list ticket,
If all the passengers on any PNR are wait listed then the ticket is called Fully Wait listed ticket.

I am giving you an example...
Supose one booked a ticket of 5 persons which have been booked of WL 1-5...
And after chart preparation if any of them confirm then its called partial wl...which means some confirm and some WL...
And if all remained in WL then its called fully waiting ticket...

If ticket is for more than one passenger and if some passengers status is RAC / CNFM and other passengers are WL that is called Partially confirmed ticket and one can travel with this ticket. If whole ticket is WL then it is called fully WL and automatically got cancelled and money is refunded in 2-3 days.

If all the passengers under the same PNR are in the waiting list after the chart is prepared, it is a fully waitlisted status. But if at least one of the passengers for whom reservation has been made under the same PNR has cnf/rac status, while the other passengers have waitlisted status after the preparation of chart, it is a partially waitlisted status.
