I think.. It was NITI Aayog which has warned the govt... After proper cost benefit analysis....
GE,USA rightly pressurized our environmental friendly 100% Electrification programs to their favours.
Even a normal person can understand and realize that 100 percent electrification is not possible in India, specially in border areas where a single bomb fire can destroy the entire railway electric grid network, also there are lines where there is only single train running in whole day and also consider the cost of changing the diesel rolling stock with electric rolling stock but Mr Piyush Goyal has different vision that railways cannot afford purchasing a single drop of oil.
In the Electrified track Diesel Engine also operated .But in the Diesel track Electric engine could not been operated. This fact shall be informed to our NITY AYOK and others
but whats the use of running diesel loco under electrical wires ? First focus on mainline electrification and then DOUBLLING , TRIPPLING major route instead of investing all money in electrification.
