It is responsibility of IR to take care of its gadgets/ facilities on the running trains. Blaming passengers on theft is the easiest option. Three possibilities-
(1) Catering staff during journey- after paxs get down as the train reach final destination.
(2) IR staff during maintenance - it can be done with ease as public is not present
(3) at yard by thieves is...
more... not so easy as the train is supposed to be under the guard to RPF and is locked after maintenance,
(4) paxs during the journey is difficult as it is difficult to escape from the eyes of the co-passengers, CCTV cameras and train-attendents in Tejas.

A thorough enquiry/audit is needed to stop thefts. System of handling and use of the gadgets should be fool proof where possibility of theft is minimised/eliminated.
