IR should run train A and B for those trains which are over crowded within distance of say 2 or 3 signals
Eg xyz express is over crowded throughout the year IR should run xyz(A) express and xyz(B) express) numbering of the coaches should be consecutive S1 to S15 B1 to B8 and accordingly so it will be less confusing for passangers. Travellers of general ticket holder can board any train.
There may be lot of technical issues that may overcome.
