BENGALURU: The city’s much-awaited suburban rail project seems to be on the right track. Prime Minister
is likely to lay the foundation stone next month.
The Rs 15,657-crore project was cleared by the Centre in October 2020 but no formal announcement was made due to the model code of conduct. “We have sought a date from the Prime Minister’s Office for laying the foundation stone but haven’t received any confirmation till now,” said a source.

say the state government wants the foundation stone to be laid before the BBMP elections and also to operationalise a small section of one of the four corridors before the 2023 assembly polls.
Karnataka Rail Infrastructure Development Enterprises (K-RIDE), a joint venture between the railway ministry and the state government, is supposed to execute the project.
K-RIDE has recruited around 60 staffers so far and is planning to hire more in the next few months.

(KIADB) as the nodal agency to acquire required land for the project. The 148km project will comprise four corridors: KSR Bengaluru City-Yelahanka-Devanahalli (41km), Byappanahalli-Yeshwantpur-Chikkabanavara (25km), Kengeri-Cantonment-Whitefield (35km) and Heelalige-Yelahanka-Rajanukunte (46km). Work on Byappanahalli-Yeshwantpur-Chikkabanavara and Heelalige-Yelahanka-Rajanukunte is likely to be taken up first.
An official said they are planning to float a tender for ‘station planning’ of 57 stations. “We have already floated tenders for land and geo-technical surveys. Notification for land acquisition will be issued soon. The idea of station planning involves designing stations as commercial hubs and improving integration of suburban rail with other modes. Tenders for civil work will be called by March. The project will be expedited once the PM lays the foundation stone,” said an official.
Inspired by Metro man E Sreedharan’s digital countdown clock in Metro offices, K-RIDE will install one to track the number of days left for the deadline. “We are planning to set up a countdown clock to remind officials to speed up work. We don’t have any competition with BMRCL but hope to make it better than Metro,” he said.

The Centre on Wednesday approved the Bengaluru suburban rail project, estimated to cost around Rs 19,000 crore, and fulfilled a long-pending demand of the IT city.
The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the 148-km-long project, which is aimed at decongesting Bengaluru, sources in the government told DH.

asked to elaborate on the project at the weekly Cabinet press briefing, Railway Minister Piyush Goyal said that due to the code of conduct, he can’t say anything on this issue.
According to the revised DPR, a special purpose vehicle (SPV) will be set up to implement the project and both the Railway Ministry and state government will have equity in it.
The Union government would provide 20% of the equity in the project and facilitate external financial assistance of up to 60% of the project cost. The Karnataka government will have to share the remaining 20% equity.
The suburban rail network will have four corridors: KSR Bengaluru City-Devanahalli, Byappanahalli-Chikkabanavara, Kengeri-Cantonment-Whitefield and Heelalige-Rajanukunte.
The revised project proposes 57 suburban railway stations covering a distance of 148.17 km. Besides dropping at least 24 stations from the original report, the revised DPR has also cut down the number of elevated stations from 31 to 22.
The suburban railway is likely to be fully operational around 2026 since approximately seven years are required for land acquisition and construction.
The suburban rail stations will integrate with at least 10 metro stations including Yeshwantpur, Kengeri, Cantonment, Whitefield, K R Puram, Baiyappanhalli, Jnanabharathi and Nayandahalli. The fare structure will be similar to that of the Metro rail, said sources.
With the suburban rail network providing seamless connectivity to all towns surrounding Bengaluru, it is expected that once it is complete, it would greatly help decongest Bengaluru,  which is facing severe traffic snarls, said an official in the Indian Railways.

The government’s economic survey of the Indian economy for 2019-20 introduced a new word “Thalinomics” to talk about how economics relates to the common man’s daily encounters with food. But what about the government’s approach to the common man’s encounters with his daily commute on heavily congested roads in densely populated cities like Bengaluru? What does the government intend to do about the suburban rail project that has failed to “kick-off” despite repeated mentions in budget speeches year after year?

in the world by a Netherlands-based global provider, setting aside 18,600 crore in the 2020-21 Union Budget, towards a much-delayed suburban railway project, a mass transit solution to decongest Bengaluru. The Centre will provide 20% equity for the project and facilitate 60% of external funding.
Most Bengalureans are aware of the project’s details -- a 148-km network with 56 stations for the suburban rail system with four corridors: Kengeri-Whitefield, KSR Bengaluru City-Rajanukunte, Nelamangala-Baiyappanahalli and Heelalige-Devenahalli, with the Karnataka Rail Infrastructure Development Company (K-RIDE) tasked with ensuring project progress. The cost of the suburban rail project is known to every rail commuter of Bengaluru, but what about actual allotment?
Of the Rs 18,600 crore grandiosely set aside by the Finance Minister Nirmala Sitharaman, the South Western Railways has detailed a mere Rs 1 crore as a token amount for the financial year 2020-21. In its Pink Book, a document that outlines this budgetary allocation, this amount may be used for the construction of elevated and at-grade corridors to augment existing line capacities but not for laying lines or construction of the 56 stations across the city. Bengaluru’s harried citizens are unlikely to benefit from the knowledge of the amount set aside, for this is the third time a similar announcement is being made in the Union Budget with the project continuing to remain at the start line.
Having elected the same ruling party at the Centre, the state (and the BBMP), Bengaluru’s harried citizens next awaited the Karnataka government’s budget, presented on March 5, to find the state government had earmarked a grant of Rs 500 crore during 2020-21 and proposed to execute the project through the Rail infrastructure Development Company (Karnataka) Ltd (K-RIDE) through a special purpose vehicle (SPV) to be formed to implement the project.
The repeated mentions in the budget by the government is only causing confusion about the project, pointing towards the lack of a coherent agenda. The ‘please all’ announcements, without corresponding allocations, have made citizens sceptical about the government’s seriousness, demonstrating a lack of significance for budget citations.
The question for Bengaluru’s commuter now is: What could make the government roll out the project? Electing the same party at the Centre and the state does not seem to be enough, nor are the people’s representatives being able to convey the commuter’s agony to the party’s top brass. Given the intensity of India’s slowdown – successive quarters of slowing growth, and of a government living beyond its means -- there is one way, however, that would make the government roll out the project: bringing in a private sector partner.
With modern revenue collection systems, working on RFID (radio frequency identification) technology, ticketing systems today prevent leaks and pilferage, and are relatively foolproof. With revenues guaranteed in a growing city, several private sector players would want to participate in Bengaluru’s suburban rail project, preferably through a special purpose vehicle, independent of the Indian Railways, able to determine the fare, routes and manage operations.
Although the Suburban Railway Policy stipulates that a state government needs to be the primary shareholder of any suburban railway project along with the central government but without any private player, presumably because suburban rail projects need to share existing Indian Railways’ tracks and logistics, this could be tweaked to bring in funding through a Public Private Partnership (PPP), with the government continuing to hold a minority equity stake. Privatization in the Hyderabad metro rail project, where the SPV has a private sector partner, Larsen & Toubro, has been a success story. At worst, some of the 56 stations could be privatized through MoUs similar to the one signed between Namma Metro and Infosys Foundation for development of the Konappana Agrahara station in Electronics City.
Dependant on private sector pools of capital, the government will be forced to listen to a private partner who cares about growth and investment. The finance minister’s clearance of long-pending cabinet notes and the Cabinet Committee for Economic Affairs’ okays would then become formalities aiding the state government and K-RIDE officials to allocate land and funds. The government’s economic survey of the Indian economy for next year could then introduce a new word “Commuternomics”!

Heavy rains turned the Railway Under Bridge (RUB) at the Panathur-Belegere road in Varthur ward into a veritable pond, prompting netizens to criticize its unscientific construction.
Angry residents used sarcasm to vent their ire, calling the RUB a brand new swimming pool the officials have opened without informing them. “Best part is, it’s free of cost. Now everyone can swim – this was a witty remark of a citizen about the RUB,” they said.

“I happened to pass through the RUB two days ago. Vehicles are half-sunk since the RUB was flooded. My bike stopped while crossing the water. I was stuck and called for help, but no one wants to get into the water,” said Ankita Misra.
She said water entered the bike’s silencer and she could not start the bike for hours. “I don’t know how I made home,” she said.
Pushpa Manjunath, the local corporator, said the RUB was originally designed as a culvert. The passage was recently paved through the culvert to ease traffic snarls in Panathur.
“Without this passage on the Panathur-Belagere road, commuters would be spending long hours in traffic. The RUB is reducing traffic jams by 50%. The problem is only in the rainy season, as this was originally designed as a culvert,” she said.
The corporator said commuters will not have problems using the RUB now since water drains through a storm water drain.
The situation is no better in the underpass in Doddanekkundi village, where hundreds of vehicles are stranded in the last three days.
“We’re informed that a big team of BBMP officials are working in the site to solve the problem. A rajakaluve nearby is at a higher level and water isn’t draining,” a Doddanekkundi resident said.
Similarly, the Iblur junction-Carmelaram stretch of Sarjapur Road is giving nightmares to commuters. The underground drainage work carried out here is causing water to overflow onto the road.

The proposed suburban rail project for Bengaluru, currently at the design stage, is likely to be integrated with at least 10 Metro stations. In the revised detailed project report (DPR), the length and number of suburban stations have been reduced to avoid overlap of the two rapid transit systems.The yet-to-be-approved DPR, prepared by the state-owned consultancy firm RITES , proposes 57 suburban railway stations covering a distance of 148 km. follow specific timelines as much depends on political support and administrative clearances, the DPR has set a six-year period for the construction of the project. Land acquisition alone is likely to take about two years. “Operations may not start anytime before 2026,” a senior Railways official said. Existing and proposed Metro stations at Majestic, Yeshwanthpur, Kengeri, Cantonment, Whitefield, KR Puram, Baiyappanahalli, Jnanabharathi and Nayandahalli may be integrated with suburban rail stations.Acquiring land is likely to be a major constraint. The project requires about 100 acres for the construction of additional tracks. “There are a number of private buildings at the edge of the railway boundary on Kengeri — KSR Bengaluru City, also on certain parts between KSR Bengaluru City-Cantonment corridor. At some of the places, temples are constructed either within the railway boundary or adjacent to railway boundaries on Kengeri-KSR Bengaluru City section and Hebbal-Banaswadi section corridors,” the DPR states.
