The project depends on too many things. With so many parties involved, it could take at least 3 years to simply hand over the plot to railways. BTW, TMC local body elections are coming up in a year. Should Shiv Sena be ousted, it can complicate matters. Same if Shiv Sena govt. falls before handing over the plot to railways.
