Not only bus there are also other lobbies to halt especially with foreign fundings.
CEC supports Highway projects but oppose Railways these guys are bunch of idiots. Road transport is way more polluting the environment than Railways.
There are lots of lobbies in entire India who want India to remain underdeveloped so they use environmental excuses for stalling development of the nation.
