REASON FOR SUCCESS AND NEED-Intercity service between Steel City of Jamshedpur and nearest Metro Kolkata. Morning departure and arrival from Tata and at Howrah will make it most preferred train from Tata along with normal fare structure. Short travel time is also a plus point.
Departure from Howrah is late evening which is preferred by many passengers rather than the departure time of Steel Express.

(a) Wednesday off: I presume you want to take care of the "mangla haat" of Howrah for which many passengers are expected between TATA and HWH on tuesdays, and also because of the weekly off-day for shops in Jamshedpur markets/shops on tuesday.
(b) TATA Dep 05.40: In winter it may be too tough and thus patronage may be drastically affected.
(c) Journey time 3 hr 35 min TATA-HWH: Better to keep it 3 hr 45 min due to difficulties in availability of platforms at HWH after 9 am. When Ispat was...

introduced, the travel time was 3 hr 30 min, but had to be revised to 3 hr 40 min - so far the record time that was - that too during 'Emergency period' days when trains were running along with watch-hands.
(d) I would have added Ghatsila as stoppage, although the golden days of Ghatsila/Rakha are now gone.
