For example " if a person purchase a General ticket from Moradabad to New Delhi and board 14315 Bareilly Ndls Intercity and deboard at Anvr and take exit from Anvt , so he will be penalised at Anvt or not?"

As we all know Anvr is connected with ANVT now through Pedestrian Underpass so everyone Deboarding at Anvr can take exit at Anvt or not?

It's valid ticket as you have taken ticket to next station and deboarding in the same line in before station, purchased ticket for more kms.
