Rangapani and Chatter Hat around 5:50 am, leading to a change in operational procedures. Despite the prolonged signal failure, the divisional operations managers (DOM) did not declare it, causing trains to operate without proper authorization. Railway rules mandate a stop at each signal, a speed limit of 10 km/h between signals, and a paper authority (T/A 912) and 'line clear ticket' for train movement. However, seven trains passed Rangapani station, including the Kanchanjunga Express and the goods train, without the required 'line clear ticket'. The station master issued a paper authority to the goods train without verifying the Kanchanjunga Express's arrival at the next station. This disregard for safety protocols contributed to the collision.

Lekin, signal ke fail hone ke baad bhi, divisional operations managers (DOM) ne isse prolonged fail hone ke tor pe declare nahi kiya, jisse bina proper authorization ke trains chalti rahi. Railway rules ke mutabiq, har signal pe train ko rokna chahiye, signals ke beech 10 km/h ki speed limit honi chahiye, aur train movement ke liye ek paper authority (T/A 912) aur 'line clear ticket' jaruri hai. Lekin, Rangapani station se saat trains guzar gayi, jisme Kanchanjunga Express aur goods train bhi shamil hai, aur unke paas required 'line clear ticket' nahi tha. Station master ne goods train ko paper authority diya bina ye verify kiye ki Kanchanjunga Express agla station, Chatterhat, pahunch chuki hai ya nahi. Safety protocol ko ignore karne se yeh crash hua.
