There is no proper survey or Research conducted by IR and all decisions are take it granted attitude. The daily WL in all classes will be equal to one full coach and as travellers comfort level increased due to higher income the demand for 3AC will increase by another 1 or 2 coaches when you have research or survey done in organic way and demand increases by a coach every year. All studies of IR now are inorganic and so is their policy decision and the result is the 3AC has also become new SL in long distance trains with unreserved passengers occupying gangways and common areas with stinking washrooms. For a train with 12 SL 8-9 SL after LHB fication in start makes sense then they can replace one SL with 3AC each year. After lapse in policy decision is pricing of 3ACE which should be between SL and 3AC...
