As a Goan i would say the reality is a bit different.
Regarding earnings yeah people earn a lot but only the ones who live around the famous beaches or those working abroad (this category there are many) or in a govt. job. Rest all working don't make as high as others especially people like me who live in tourism deprived villages and private sector only selected few companies pay a good salary like MRF, Nestle, Cipla, etc. Most of the people employed in companies struggle to even get in hand salary of Rs.15k after EPF and ESIC deductions after working in a company for more than 3 years excluding the probation period.

economy has crumbled a lot after blanket ban on iron ore mining by the SC.

The problem here is a bit different one as Goa is small state travelling from on end to another dosen't take much time like other states and since almost every household has atleast one two wheeler if not first hand than a second hand one most people don't use public transport and also rail network especially local passenger service is not prevelant as in other states. We have both private and state owned buses serving Goa these run with good occupancy in the mornings and evenings coz of students and migrants mostly who use them to travel in addition the state transport buses get good occupancy coz they provide passes to passengers travelling daily so people even prefer them inspite of having own vehicles to save fuel costs but the problem is state transport buses are not available on all routes some routes have monopoly of either private or state buses and some are mixed ones.
Now as I said most people using buses are only students or people going to work they will mostly travel in the morning and evening from and to home. So in between there isn't much of a demand. State buses can run coz they are state funded after every 15 to 30 minutes even if not much passengers but for private buses it's not economically feasible to they usually don't run if not many people travel and these North Goa beach areas like Anjuna, Calangute, Baga, Candolim, etc. these routes are mostly served by private buses not many state buses run there so private buses don't run much except in the times when students and working people travel. So here comes the problem for tourists if they try to travel in morning or evening the buses will be full coz of people travelling but in between hours not many buses will be available coz not much local demand exists in those hours so mostly tourists have to depend on taxis, autos or rent a vehicle and also Goa dosen't have services like Ola and Uber we have an app called Goa Miles but even for that there was a huge protest by the taxi operators to govt. bringing the app coz the taxi Mafia didn't want govt. regulations to conduct fair business they wanted to continue exploiting the tourists especially foreigners from rich countries. It's pure greed on part of these taxi Mafia who are exploiting just like previously the mine owners used to do. Politicians in Goa are pretty useless and highly corrupt the BJP leaders always cried the Congress were corrupt and did thousands of crores of mining scam but irony is that now most of those mining scam accused Congress MLAs are now BJP MLAs.
Also a few years ago a new political party floated in Goa called Revolutionary Goans which is pretty much a soft version of Shiv Sena promotion hatred towards poor migrants and Indian tourists some people even have the attitude that migrants are snatching our jobs, Indian tourists are destroying Goa so it's our alright to loot the tourists and hypocrites do the same thing to foreigners too saying they are rich so it's not bad to charge higher from them. A really sad situation and sometimes I feel ashamed as a Goan also I don't see an easy way out of this huge mess.
