Train# 13319 is a ECR DHN Base Rake RSA which SER and ER is using to run 13319 train. Since the Starting and Terminal station of this train is with ER ASN Div and SER RNC Divn, so DRM DHN has mention the train is operated by ER ASN Divn, because for the case of train#13319, ECR DHN has nothing to do as the source and destination stations doesn't belong to ECR. So, instead of Tweeting to ECR DHN Divn you should have Tweeted to SER RNC Divn or ER ASN Divn for a correct reply.

It's quite obvious that, train has nothing to do with ECR apart from Rake sharing with 3303/4. That's why either of SER or ER needs to operate the train. And it is operated by ER currently. Decision to start train is given by ER only
