more... IR want to serve the nation and earn more revenue, IR has to operate on strict commercial lines and make necessary changes in its policy of
(1) earmarking sizable chunk of tickets against plethora of quotas which do not fetch the require revenue and are often misused.
(2) Make necessary changes in alloting berths/seats strictly on traffic demand and not on considerations like originating station, location of rly HQs. etc
