Coal block doesn't necessarily bring industries. Otherwise states like Jharkhand, Odisha, Chattisgarh would have been the most industrialised states of India.
U r just focusing on the term "2nd largest coal block of world" but if u go by overall coal reserve stats, our neighbour Jharkhand has much more coal reserves than us. Still, other than pre-existing industrial cities like Dhanbad, Bokaro and Jamshedpur, not a single new industrial city of the same magnitude has come up in the coal field areas even after a dedicated state of Jharkhand was formed for these places.

Don't get too hyped up about Rampurhat's claim to fame as the "2nd largest coal block of the world". Jharkhand's got way more coal reserves than them but still, ain't seen any new industrial cities coming up in coal field areas even after forming a whole new state and all. So honestly, I'm skeptical whether Rampurhat will ever be able to match up to the level of Asansol-Durgapur, even after 50 years or whatever.
