Provide more Revenue to IR.
I agree with you in some trains this problem of reduced Sleeper coaches will arise ....reducing Sleeper coaches is something that I also Don't Support at all...as Common man, poor people travel in Sleeper coaches. So, reducing them is not good.
But this will not be the case in all trains. 
Zonal Railway has the Option ki if they think that in some cases based on occupancy they want to modify the rake composition as per commercial demand they can do so, but RB must be Informed in that case.
For those who are Unnecessaryly panicy about it that it will be for all trains and all. For them, PLEASE READ THE RB CIRCULAR HIGHLIGHTED PART CAREFULLY. EACH ZONES HAS THE POWER AND THEY CAN DEDICE RAKE FORMATION COACH COMPOSITION BASED ON COMMERCIAL DEMAND AND FEASIBILITY.

Yes i agree that some trains will be affected no doubt. But hoping zones decides best how they want to utilise their rakes efficiently.
