Do you want every IRI member to be allowed to make IMGs automatically?

Every IRI member can't be allowed immediately for creating IMG Trains. As they need time to learn how things work here. Also, many imaginary locos are very often added by the Imaginary train creators. Mostly they are the new members. Even when we Enable New members to create imaginary train we notify them NOT to add Imaginary locos as they are spam to timeline.
