Pata hai bhaiya ji that if rac is there it won't be transferred. But himanshu had opted for upgradation. So he could have been upgraded.

Not necessarily, only in some cases where there's a chance to give RAC to a group of passengers by upgrading your ticket or if there's a sudden demand for VIP from Divisional Office, Railways will upgrade your ticket even at RAC; otherwise in most cases RAC will stay RAC only.
Otherwise Upper Classes will be full with Upgraded RAC Passengers only.

It was a waiting ticket. WL 16. Then only railway allowed me to opt for vikalp.
Chart banne k bad Rac hua. 2A me upgrade bhi ho sakta tha and humsafar me shift bhi ho sakta tha lekin dono me kuch ni hua. Waiting se Rac hua srf.

Why would they Upgrade it when they know that your ticket is gonna end up in RAC ??
Vikalp and Upgradation are options to get Passengers a seat to travel in case their final ticket status *after chart preparation* is in waiting list.
You are already getting a seat *in the train you selected* in the class you selected, through RAC. There's no point in upgrading your ticket or alloting your ticket to some other train.
