India is not a electricity surplus country practically, theoretically you can say so because government says it.
The public sector DISCOMS combined have a loan of about 4 lakh crore, so with huge burden of loan these companies have not been able to buy the complete electricity generated by the Thermal power plants. So theoretically we became electricity surplus country.
The government has just provided the fact that we are surplus and the reason has been kept away.

Government is a political party after all, so they know how to twist the facts before presenting it to the people and take credit for it.

India is electricity surplus, but many of the new power plants are renewable type which come under non dispatch able category so their production is not always certain
and of course, as you mentioned, DISCOMS ki lagi padi hai :P even in MH, which has one of the finest transmission grid in the country, we have multiple regions in our state where billing efficiency is not even close to 100%!!! no wonder PLF of thermal plants are so low. this affects production further
