* City of Nagpur have excellent Rly connectivity, already have 2 divisional HQs, but still need of Zonal HQ is being felt!!
* The age old culture of IR to give VVIP treatment to the Zonal HQs and VIP treatment given to Divisional HQs to facilitate the rly officials posted in these HQs, is the basic reason for people/activists of almost every city longing to get Rly HQs. Because they strongly believe that Rly facilities will automatically come to their city, once big Rly officials are posted in the HQs laocated in their city.

* Politicians of every city want a new Railway factory/workshop for coaches/ locos/ wagons etc to create employment and consolidate their vote bank.
* But there are requirements of IR which need to be fulfilled in order to ensure that IR survives and thrives in future. Who shall take care of such requirements which actually are necessities?? None as both Political & Bureaucratic masters are busy using IR with their own vested interests, the expectation of passengers, freight consumers, and national economy from IR goes unfulfilled. Result is market share of IR has shrunk to one thirds of its market share at the time independence.
* It would be in the interest of IR to streamline its organisational structure so that it could speed up its notoriously lethargic working/ decision making, which is causing a lot of damage to IR. Removing all the zones shall also reduce the manpower cost (currently at alarming level of 70% of total revenue) in future and the commercial utilisation of the property released shall give huge revenue (1000s of crores per annum) to IR.
* Here comes the basic question, is IR to serve people, and give a boost to Economy/Industries of cities/states/nation or to facilitate the needs of bureaucracy & politicians?
