Even Reserving one seat (making it aanchal kaksha) for breast feeding shall not be convenient unless it is ensured that there are no males in the adjacent berths of the coupe. Moreover there is strong possibility of mis-use of berth by TTE/ other non reserved pax. Leaving one berth empty in each coach shall be a substantial revenue loss to already cash strapped IR. Not a very good idea for IR which is unable to provide reservation on demand.

This coupe should be allotted on preference or automatically to tickets with female traveller(s) only. The female choosing for this coupe shall deemed to give consent to allow the use of this coupe for breast feeding during the journey by females aliotted berth outside the coupe .

Women with breast fed babies can choose to prefer a berth allotted in this coupe or may use this coupe even if allotted berth in other coupe. Here mother can comfortably feed her baby with only females around in the partitioned coupe. Moreover this arrangement will ensure better privacy/safety to atleast 6 females travelling in each sleeper coach.
