I fully agree with you. Wasting money in useless bullet train project, introducing metro in cities which don't really need them etc are few of so many wrong decisions by railways. Talking about my state(MP), projects are running since years with huge costs now like Dahod-Indore new line, Ratlam-Khandwa gauge conversion, Rewa-Singrauli, Jabalpur-Gondia. Most of our trains are running on old, god-forbidden tracks without any safety measures.
The most pathetic thing is that often new ideas are presented to railways by students of prestigious colleges like IITs, but none of those ideas actually gets into implementation :(
