One only can make assumptions. For rajdhanis every sf having 1hr slack decided by railway board. They have to go in loop also as per RB in ncr Ald division some other priority works for frieghts and sf. Rail minister working hard to decongest this and it is him also which strengthen his statement as simple as that. After DFC nothing will be congested here for sure.
