Not a good move . I think Railway declare HOLIDAY during fog times so that govt and employee both will be happy . Nothing matters for the pain of common man ...
No concrete steps for taking care of FOG by the railway except planned cancellation of the trains. As i have traveled during fog on rajdhani and I found that there are other reasons like gangman clearance etc under the category of administrative duties which delayed the train and all reasons are attributed due to fog and every railway official are quite happy with the FOG due to extra hours .

Correction : Not all railway official but quite a few who get the larger chank during fog days by extra pay
