more... and every project is planned with definite action plan with HIGHEST level projected cost in terms of land acquisition, materials cost and execution time ...
...
but when coming into action, due to bureaucracy, every project (from small (3 kms electrification/ yard remodelling) to big (guage conversion) to large (mountain projects)) is delayed by more than double estimated time and cost: asking for more funds in the name of cost escalation, longer time due to poor executing policy/ plan...
...
for eg.. every town in bihar and west bengal is connectivity with NEW rail line (courtesy rail ministers from their state)...
but important projects like line doubling (eg. GHY - NJP), guage conversion (still in TN, Raj, Gujarat) and electrification projects (in all over India even in Orissa, where more power is generated...) were taken back seat...
..
still now, crores of rupees are spent for Project Feasibility Report and Project Survey Report for UNIMPORTANT new line surveys which are just made for Ministers talking/ chatting with Railway Ministry at the time of Budget preparation ...
..
But important projects which may have completed like prestigious J&K lines, North East links, Kerala - TN (Bodi - Ernakulam) link, are never considered for completion...
..
anyway, this step is better...
