Yeah but still i think if Pune twins were to go to Vasco train will be speeded by half an hour. In VSG-MAO-SVM stretch i have seen The VSG QLM passenger doing 100kph but Goa exp its 22 coaches and very nearby halts ie MAO and SVM so good pick up is required either Pune Twins or a UBL WDG4 would help.
I think it has to do with timing also as Goa express comfortably arrives at MAO by 6:30am or so. Distance wise it doesn't need much time to reach MAO from LD, but for early morning arrival it helps and that's why they are running it with single alco i think.
12779 can depart VSG at 15.40 instead of 15.10 and 12780 arrive VSG at 6.00 instead of 6.30 pax won't have much discomfort and YPR VSG which arrives VSG at 6am its slack can be reduced to make arrival at 5.45am.
Probably they have made Goa express arrival at MAO also a comfortable one as early arrival won't be preferred.

By speeding it will arrive MAO at 5.15am and there are plenty of autos and taxis available at MAO also some hotels and stalls nearby stations are open because its a Junction and trains arrive 24 hours at MAO.
