It's not just RM the think tank or decision makers , policy makers - Railway Board members and senior Rly officers are also equally responsible for sad state of affairs of Rlys. Frequent change in policy matters without taking all sections of the society into consideration.

Design of 3ACE ACCE to replace and upgrade SL and GS into AC classes with optimum temp of 24 deg C without need of bedding and fair fixation of basic fare. 3ACE fare fixed just 7.5% cheaper to 3AC with 81 berths or 12% more capacity first bedding is not provided as travellers demand increased they compromised 3 berths are started providing bedding.

As bedding is provided with same fare merging 3ACE into 3AC and planned to produce only 3ACE In 2023-24 in all manufacturing units after dissent from all circles reverting back.
3. SL in ICF from 12-15 when given LHB to 10 SL is ok then policy of rake standardized and fixation of 7-8SL and all of a sudden new rakes from 2023 given with only 2SL.
4. As 3ACE fare is on higher side now rolling out of Vande Sadharan named Amrit Bharat to be rolled in 2024 a new category of trains which should ideally be introduced in all routes 2 yrs back and reduce SL in general trains. Don't know how many rakes will be rolled in next 3yrs to cater to existent demand and future demand.
