Is it due to platform constraint at TPTY, for which the train is held at RU for 1 hour ? Ideal is to de board the train at RU and take a bus to reach TPTY faster.

It's technically not feasible to bulid a by pass near RU as both the tracks curve out in Y direction and already houses and industrial units are housed nearby. Even the RU TPTY road travels parallel and being a city road there cannot be ground level crossing. You can see the Google maps for further understanding
I know that the area is thickly populated. It was just my view. Also, ROR may not be worth the investment for just 2 to 3 trains from MAS side.
But, I was wondering why this train is held up at RU for good 1 hour.

PF availability and blocking at TPTY till the train leaves to Mysore. Not this very train from morning 600 till night is controlled at RU. The incoming trains to TPTY have to bought back on the same lines to stable and take them to pitlines both I morning and evening. There is no possibility to remodel the yard such that there can be moving to pitlines from west end due to space crunch. To overcome this they are building a new station Tiruchanur 3km in TPTY line from RU and 7km to TPTY main station with stabling and pitlines to accommodate future trains. This station is right beside the RU TPTY line.
