The Railway Board slashed infrastructure targets for South Western Railway (SWR) Zone, proposed last month by more than 50 per cent employees after top officials made it clear that the targets proposed were unrealistic to meet.The zone has now been mandated with laying 189 km of doubling lines and 49 km of new lines for the present fiscal. 
The new lines include 19 km of railway lines being laid at the Baiyappanahalli coaching terminal. The board, in a marathon meeting on April 17, chaired by the Railway Minister and top Board officials, proposed 349 km of doubling lines and 107 km of new lines for SWR. Speaking to The New Indian Express, Chief Administration Officer (Constructions) of SWR KC Swami said, “We made it clear that the targets proposed for the zone earlier are highly unrealistic and a reasonable target is required. The board has considered our request and has set us new targets recently.”Asked about the reasons why it was impossible to ramp up its doubling work, Swami said, “If it is just the laying of tracks, it is possible. Doubling also involves works like non-interlocking, placing of sleepers and welding of rail which need to be carried out only by specialised RDSO authorised centres. Acquiring land for laying the lines is a time-consuming process.”  
New lines will come up in the following sections- 28 km of tracks along the Gangavathi-Karatagi section of Ginigera-Raichur new line; 12 km of new line in Phase-I of Baiyappanahalli coaching terminal and 9 km in its Phase-II.
The new doubling sections proposed are: Lachyan-Hotgi (33 km); Doddaballapura-Makalidurga (15 km), Harihar-Devargudda (31 km) and Karadi-Ammasandra (17 km). In addition to it, the sections to be carried over from the previous year are: Tumakuru-Gubbi (18 km); Davangere-Harihar (13 km); Ghataprabha-Chikkodi (15 km); Mulvad-Jammal (13 km); Yelahanka-Doddaballapura (21 km), Tolahunase-Davangere (10 km).   The targets set for its commercial earnings and passenger occupancy are nominal, another top official said.

BENGALURU: The government is demanding extension of Bengaluru’s proposed suburban railway network to peripheral areas to provide better connectivity to the outskirts and decongest the city.At a meeting to review the draft feasibility report prepared by Rail India Technical and Economic Services (RITES) on Friday, the government recommended the railways extend the proposed rail link to satellite towns like Doddaballapura, Tumakuru, Ramanagara, Bangarpet and Hosur. Currently, the report proposes a 161km suburban network connecting the city with six suburban areas, including Rajanukunte, Nelamangala, Kengeri, Whitefield, Heelalige and Devanahalli. Officials attributed the delay to the process of changing the shareholding pattern. “We have completed all major procedures like signing an MoU with railways, getting approval from the Registrar of Companies for the change in shareholding pattern, etc. The SPV will be formed in a few weeks,” said a state government official. The state will have the majority share of 51% in the SPV, while the railways will have 49%. It will be the nodal agency for execution of the Rs 17,000 crore project.Goyal seeks early approvals from stateUnion minister of railways Piyush Goyal has urged the state government to give early clearances to facilitate implementation of Bengaluru’s suburban rail project.In a press release issued by South Western Railway on Friday, Goyal said the Karnataka government should work expeditiously in giving approvals and agree to granting of higher FSI and TDR, among other things to fund SWR’s share of the project.Chief minister Kumaraswamy, who met Goyal at Railway Bhawan in New Delhi, said the state will give all the necessary clearances. SWR said RITES will submit a final feasibility report in a fortnight.

Ahead of the Karnataka Assembly elections, the Centre on Thursday announced a big ticket investment - the suburban railway project - for Bengaluru to help residents of surrounding areas to commute to the IT city.
"A suburban network of approximately 160 kilometres at an estimated cost of Rs 17,000 crore is being planned to cater to the growth of the Bengaluru metropolis," Finance Minister Arun Jaitley said in his General Budget speech.
The minister also announced a similar transport system for Mumbai, with an investment of Rs 40,000 crore.

the projects will be self-financing models, which the railways will implement through public-private partnership. Besides, the national transporter will also raise funds from its own sources through monetising its assets like land, advertisements and other sources.
Elevated lines
Of the total 160-km lines, some parts will be elevated. The new lines will come up along the existing railway routes in and around Bengaluru.
The project also involves modernising over a dozen railway stations in and around the city to provide better facilities to commuters, a senior official in the railways told DH.
The project will not only help people from surroundings areas to come to the city without hassle, but also ease the pressure in the IT city, he said.
The new lines will be laid in a such way that the national transporter should be able to run high-speed trains, which can run up to 90 to 125 km an hour, an official in the railways said.
In the project, private railway operators and developers will be engaged in different tasks for building the new railway network, the official said.
A separate special purpose vehicle (SPV) will be set up, in which the Karnataka government and Ministry of Railways are partners.
Besides contributing money for the SPV, the the state government may have to allocate land for station development as well as the rolling stock (trains) yards in the city and laying new lines, the official said.

The crucial thing will be land aquisition. Yesvantpur Hosur line will be a great move as lots of companies are there in ORR, electronic city. People can use the same and stations like bellandur, carmelaram can be developed. But the big challenger will be land aquisition especially between Carmelaram and Bypanahalli

With the Assembly elections looming, the state government has hurriedly agreed to release it’s equity share to the railways for phase 1 A of the long pending surburban rail project for the city, that is expected to be completed in three years.
While the railway ministry had requested it to release its equity share and land for the 440.8 km long suburban rail for Bengaluru, the state government had an issue with the percentage involved. But on Wednesday the state Cabinet gave its nod for release of Rs. 349 crore as its equity share for the project for the years 2018-19 and 2019 -2020, Law and Parliamentary Affairs Minister T.B. Jayachandra told reporters here.

According to the agreement signed between the railways and the state government in January last hear, each will bear 20 per cent of the project cost. The Cabinet also approved the launch of a Special Purpose Vehicle (SPVs) to raise the remaining Rs. 1,047 crore and implement the project, Mr. Jayachandra said. The Suburban Rail will have 58 trains and run 116 services and its network will include the 92.88 km Bengaluru – Mandya stretch, Bengaluru- Yeshwantpur (5.35km) line, Yeshwantpur- Tumakuru(64km) line, besides the Yeshwantpur- Yelahanka(12.45 km), Yelahanka-Baiyyappanahalli (19.23), Yeshwantpur-Baiyyappanahalli(16.12kms),Yelahanka- Doddaballapura( 20.72kms), Yelahanka- Chikkaballapur (46.05kms), Yelahanka Doddaballapur(20.72 kms),Baiyyappanahalli- Hosur (48.59kms), Bengaluru- Bangarapet (70.21kms),and Soldevanhalli-Kunigal( 45.2kms) stretches.
Welcoming the decision to launch an SPV for the project, DULT Commissioner , Darpan Jain, said this would enable creation of rail infrastructure and new rolling stock to start 58 new trains and 116 new services.
“The project has the potential to help over two lakh commuters. It will add over 60 lakh passenger kilometres to public transport services," he noted.
Transport expert from Praaja RAAG, Sanjeev Dyamnavar , however, noted that the Special Purpose Vehicle had not been cleared as yet by the railways.
“Unless the Centre allots the 20 per cent of the remaining funds in the pink book, the railways will refuse to clear the SPV, " he said, adding, " Administrative action is what is lacking here. Now that the state has guaranteed funds, the railways need to take the project forward. Karnataka too must provide the land needed.”
The Cabinet also gave its nod for upgrading Bengaluru traffic signals at a cost of Rs. 85.34 crore.
