IRCTC officials refuse to comment on the plant's future or who will pay the debt, raising suspicions of favoritism towards private companies. The plant, established in March 2017 at a cost of ₹10 crore, supplied bottled water to major stations and trains. Its popularity stemmed from its ₹15 price point compared to other brands' ₹20. The Kolkata-based contractor, who had the contract to run the plant, informed IRCTC in October that the plant would close on December 1st due to an unpaid water tax of ₹13.40 crore accumulated over five years, preventing them from bidding on a new contract. IRCTC failed to pay water tax since January 2020. The initial water tax was ₹4.38 per 1000 liters, but was increased to ₹375 and later reduced to ₹250. The plant sold an average of 35,000-40,000 bottles daily, generating over ₹90 crore in revenue over five years. At closure, approximately 10,000 bottles remained.
