Because They can arrange 2-3 GD WAP 4 Locos at BC.

They may have locos from GD and makeshift for trains like 15055/56 after they had built a ETS at BC, as for current scenario, both 22975/76 and 12353/54 are weekly trains which don't have PM in IZN division so they don't require ETS since they have to return the same day.
