Why aren't Bally and Saktigarh called Junctions even though two important routes HB Main and HB Chord merge/ bifurcate at these two stations?

Freshly painted in Eastern Railway's custom colors post recent overhaul, Bandel Carshed (BDC) based 12 Car EMU rake, 11325/11326, running as 37838 Barddhaman - Howrah Local via Main en route its next halt of Saktigarh.

Now these custom schemes from zones like ER, SER, CR & WR have found their place in the pages of history whereas zones like NR, SR & SCR (to some extent) continue to use them on their EMU rakes.
