One can also figure out the prominent smoke trail from the EMD locomotive.

The Himalayan foothills visible in the backdrop are parts of West Bengal & Sikkim. The foothills lying in Bhutan are also visible but one needs to walk towards the Jaldhaka River Bridge & beyond to have a clear view.

One can easily spot the small settlements on the mountain. This portion of the foothills visible in the frame falls under West Bengal and gradually as the mountains continue further right, one comes across areas of Sikkim & Bhutan.
