Lack of Confidence. Why only ISRO, throw a open challenge for all premier institutes of India. System will come automatically.

Developing a completely new system from scratch will be even more costly and will take much longer to implement. IR already has several indigenous solutions like ACD and T-CAS being tested across it's network, but they are yet to become mainstream.
