See their main agenda is to give connectivity whether it's posh city or a normal & at the same time not every route we expect could turn out to be a perfect route in revenue like gkp vande bharat got flopped whereas at the same time if you talk about intercity it runs jam packed, likewise ddn vande bharat so if you're providing trains like vande bharat on those stretch that are not well connected in regards to highway, public must go for trains on those routes & so is going to happen over here, wait & watch
may be a Vande Sadharan like Janshatabdi would do more justice here. VB is a very costly affair.. people have to shed out a lot of money to travel in these trains..
DDN VB is a super hit as it connects two capital cities.. LJN-Ayodhya-GKP VB was bound to get flop ..
major trip pair destinations in India have already got good connectivity.. Affordability may prove to be a major consideration factor , railway should consider it while launching VB between two tier 2/3 cities..

Plenty of students i've seen traveling here & there from Varanasi as well, it's just a mindset that states this else there are a lot of people who just seek a connectivity as now the time has changed, people are getting aware of this that what more important is their destiny ( health-wise ),even the middle class person has started traveling in second ac, airlines you can't always say this, i accept the factor as to poverty but over a time things have changed their own stuff like our ancestors used to pay 12 rupees for first class, now it has shifted from 12 rupees to 2100 so i'm not saying that it should be for everyone, but railways, banks & education system have been categorised this way na, one who is willing to travel in first class he'd appreciate taking this, one who can't he would take gen
