Diesel Locomotives are more reliable (self sufficient). Most important trains/accidental relief trains are hauled by diesel.
In case of any OHE failure, a D loco train won't be affected much.
Furthermore if there is a path diversion required, a D loco hauled train is unaffected by the route (FEDL/FESL/FDDL/FDSL routes). And considering the priority this trains are allocated, it is a good thing , they are hauled by Diesel.

Because they want to rule out any delay due to ohe line fault or tripping problem in case of wind storm or tree falling over tracks.
Also, mps of this tanker rake is just 65 km/h which at max can cross 70-75 km/h, so dloco can easily perform the task with out any extra time delay

Jk, electric loco ka shayaad availability nahi rahega as many trains are being operated towards north, same being the issue with e loco crew.
There are other issues, most notably with height of OHE and top of tanker being quite close and no earthing being done between tanker body and rails, but if that was the main issue they would have taken non electrified route outwards.
